i was thinking about adding a pipe and maybe jetting my xr250 so i could get some more power but will either one of them cause faster wear on the engine or the bike altogether and do you have to jet the bike if you put a pipe on it

an aftermarlet pipe and rejetting to correct the extremely lean stock condition will not only liven up the bike incredibly it also helps it to run cooler by enrichening the fuel air mixture to what the engine really wants, I reccommend a FMF powercore IV and a uni filetr , main jet 135, slow jet 48 and 2 1/4 turns out on the air fuel screw.
