should i get a motorcycle for daily commuting even if it rains a lot where i live?

I won't. There is little fun or saftey riding in the rain.

When one rides in the rain, one should merely ride a little slower and leave more stopping distance, etc.
As far as practicality, it is entirely feasable to ride year round-rain or shine.
Your gear makes all the difference in the world. You will need the following:

DOT helmet with breath cup and anti-fog shield--HJC Snowmobile helmet, highly recommended.
Waterproof gloves, insulated--ski gloves, Wal-Mart.
Waterproof Jacket and pants(polyethylene lining/nylon base). Even Gore-Tex uses polyethylene. Waterproof riding boots-any brand you prefer-boots usually leak at the tongue.Saddle bags with rain covers.
Electric vest for winter.
