I ride a Honda Shadow Spirit 750. Being only 5' 7" and some change, will a bike with a 31.5" seat height be too high to control when sitting on it? (My current bike's seat height is less than 26")

You can purchase a lowering kit.

I am 5'4" and ride a 919. After buying and selling over 10 motorcycles, this is the best, most versatile bike I have owned. You should be able to handle the bike if your inseam is at least 30". While a tad tall for me, I had the seat modified by Sargent (a great improvement), and have learned to adapt to the tippy toes situation, as the bike is so stable and balanced that it has never been a problem. You'll be fine. Just take one buttcheek off the bike to get one leg down at stops.
