I was told that cycle prices can vary depending on the time of year, is this true? how much on average does the ninja depreciate during its first and second years. also, I'm 6'2" and about 280 am i too heavy for this bike.

Motorcycle prices can vary according to the time of year, but vary more depending on what state you live in. I live in AZ, and prices are very high (well over MSRP) here year round. Dealers back east usually sell below MSRP, especially in the winter. Almost all Japanese bikes depreciate rapidly, no matter where you live. My sister just got her license a little over a year ago, and bought a new Ninja 250 for almost $3800. MSRP is $2999. In just a little over a year, it is now worth $1985, according to the KBB. Fortunately, she plans to keep it. Your height and weight will be fine on a Ninja 650. I'm almost the same size, and ride a Kawasaki Eliminator 125 as my going to work bike. It has a load capacity of well over 300 pounds.
