I am just under 5'4" and it has been the best fit for me of all that I have checked out. Most of my foot is on the ground. I'm not sure if it is at the lowest setting, but it is fits well and it will be my first bike too (it will be mine on Monday. With the test ride I did today, it was an easy bike to handle. Have fun!
