Ok looking for recommends for that next bike. I am pushing hard to get to 5'5" and am looking to get both feet flat on the ground. Suggestions?

go to showrooms or motorcycle shows and sit on as many bikes as possible. your feet don't have to get totally flat, just down far enough that you can firmly plant each, and push the bike side to side safely.

I'm about 5'7" but with short inseams. I ride 06 FXST standard with barebone solo seat and 2" lowered rear shocks and always wear tall, thick leather boots. One problem is TC88 motors are wider than Evo. So, even the seat is 24-25" on softails, evo-powered ones are narrower, easy to reach. Also Nightster would be great with better handling, low seat.
