I've had mine up to 65mph with plenty of throttle left. The dealer said it would do about 80 but I haven't tried. This thing isn't made for speed. If you want to go fast get something with big wheels...

I got mine up to 85 on a downhill, but it cost me a trip to Target for some new BVDs. On flat road 78 seems to be the top. I wouldn't recommend that speed as it gets a little squirelly above 70 and the MPGs really start to suffer (I do it on a daily basis though). I've logged 8200 miles in 10 months and love this little Honda. Rain or shine, it doesn't matter, still beats commuting in a cage!

The answer to this truly is relative to a) terrain b) your weight and c) additional weight you carry with you.
On the average 70 seems to be the most reliable answer if I factor in all the responses I've seen to this question. At 5'5" and 150 lbs carrying at least 20 lbs of gear I can consistently maintain 75 mph on the interstate or 4-lane, 70 easily on 2 lane. I live in Missouri so much of what I ride is very hilly, but not mountainous. BUT, that's it. Unless you're going down a pretty good grade (I saw 92 mph the other day, woo-hooo!! but I'm slightly certifiable) that's about what you should expect. If you're accustomed to bikes that can accelerate quickly you're gonna have to rethink driving habits on this scooter. Ditching or braking are about the only options for defensive maneuvers and, thank God, I haven't had to ditch yet.
