| It probably depends on your state. you may want to contact your states department of transportation or a copetent, local notary public. This hidden answer format is retarded!

| In WI you would not as this is classed as a scooter, however, to drive on public roads, you do need a drivers license, so any 16 yo with a license could drive one. Insurance reqmts vary by state. Some have mandatory or compulsory insurance reqmts, others do not require it , but I'd think it would be wise to have. Should not be too costly considering the potential liability associated with a low speed and low replacement cost vehicle.
